it really depends
if you are using australia license, you will get fine
if you are useing china license and express you are newbie. you will get warning first time. but, you will get this recorded. next time, you get fine.
I had it once, in the city, make a phone call when i am driving. they pull over me. I give them my china license and told them i just got my car last month. they warned me, recorded my car plate number and let me go free. normally, my action will receive 300 dollors fine and 3 points record.
